(b) to compel manufacturers etc., to

obtain a license or to make an official

III. Medicinal opium, morphine cocaine etc.,

Action, whether legislative, or

administrative, will have to be taken

in this country to comply with the

terms of the Convention., The Powers

bind themselves to limit the manu-

facture, sale, and use of morphine

etc..

to legitimate medical usage and to

co-operate to prevent the use of

these drugs for any other purpose; and

to exercise control over manufacturers,

importers, vendors, distributors and

exporters and over their places of business.

To this end, they undertake to adopt the

following measures:-

(a) only to allow manufacture by duly

authorised establishments, or in the

alternative to supervise manufactories

and keep a register of them.

declaration of their business to the com-

petent authority.

(c) to compel manufacturers etc., to

keep full account in their books of drugs

made, imported sold etc. The Powers will

prohibit the delivery (toate cession) of the

drugs to any one but licensed persons and

will try to restrict the right of importation

to duly licensed persons.

Measures are to be taken to prevent

the exportation of the drugs from any country

or its colonies etc. to another country or

its colonies except to persons licensed to

import by the country of receipt.
